New York is an interesting example, with mayor Adams of NY City taking steps like big cuts in the bucks $$$ being paid to immigrants, and also discontinuing their free housing in hotels.  Such steps may produce some self-deportations.  In effect, Adams is supporting Trump's deportation ideas, while many blue state governors would be fighting the Trump deportation policy.   

And deportation is just one of Trump's policies that blue states are planning to increase their funding of legal costs as a large part of their anti-Trump efforts.

Other Trump policies which could be resisted by the blue states are improvements in law & order, LGBTQ, firearms, power plant regulations, EV requirements, where the two sides hold contrary views.

Progress was seen in the current election when California voters passed Prop 36 and ousted two soft on crime District Attorneys.  Thus showing there's openings for changes. 

But of course Trump seems always ready to fight for his policies.  And can win his share of decisions

Correcting the immigration crisis may be the most popular of issues to be fought.
