A member on MEF said she clicked on features and found a template to upload features.  She has no flags, and I have the option for members to upload features turned off.  I've double-checked both of these facts.  So I logged out and checked and while logged out I do not see the template, as I shouldn't. 

I haven't gotten back for a blow by blow of how and what she saw but she said there was a template for uploading features, which I took to mean a template to upload features. 

Something is wrong here.
