In comparison to many other kinds of criminals, those folks served long enough. They served their time.  Turned out to be harder time than warranted, due to those abuses. 

And don't forget there were also many abuses tainting their trials.  Unfairly denying access to video information was one big example -- could even be grounds for dismissals.
