Do you think Ukraine (without the nukes they gave up) had any negotiating leverage with Russia? T said they shouldn't have started it...they should have made a deal. And, what kind of deal would that have been? Total surrender?

The agreement was signed in Budapest, Hungary, by the leaders of the United States, Russia, and Ukraine, along with the United Kingdom, which also provided security assurances. The memorandum prohibited Russia, the United States, the United Kingdom, and France from threatening or using military force or economic coercion against Ukraine, Belarus, and Kazakhstan, except in self-defense or in accordance with the Charter of the United Nations.
