The Homan appointment does not require Senate confirmation.  Yet the Stefanik one does, as well as the variety of other cabinet appointments.  But Trump is asserting he would use the power to make recess appointments, which would allow the president to appoint people to senior administration positions and bypass Senate confirmation.  

Seems Trump is pushing to move ahead promptly, and is trying to avoid Dems like Schumer from dragging feet.

Trump is also pushing for support of this idea of recess appointments among the three senators competing to replace McConnell as Senate majority leader.   Among those three, Sen. Rick Scott, Sen. John Cornyn &  Sen. John Thune, Scott  was the quickest to back the fast track confirmations idea.  

Scott wrote:  "100% agree. I will do whatever it takes to get your nominations through as quickly as possible,"

Cornyn agreed saying:  “The Constitution expressly confers the power on the President to make recess appointments, ... Article II, Section 2, Clause 3: The President shall have Power to fill up all Vacancies that may happen during the Recess of the Senate,"  

Thune wrote:  “We must act quickly and decisively to get the president’s nominees in place as soon as possible, & all options are on the table to make that happen, including recess appointments. We cannot let Schumer and Senate Dems block the will of the American people"

And with the Repubs set to control the Senate majority, it seems rather logical to adopt Trump's idea.  And stop any delay games by the Dems.
