That's one use. The primary point is the manager totally controls what images appear in any special album. Note that images can be in both a regular album and a special album.

In general I would not create many special albums. Then they may not be too special. I'd also limit special albums to perhaps 20 or 30 images.

Anyway, I suggest some thought before going off and making a lot of special albums.

Again, I'd do some testing in Demo before doing anything.
