I see it as one of his ploys to trigger a reaction that will make those involved see the situation in another light and/or actually deliver something else that he wants... I don't think he's serious about that at all.

For reference, the above message is a reply to a message where: What do you think of Trump's idea of  taking possession of Gaza, deporting the Palestinians from Gaza to Egypt and Jordan, and turning The Gaza Strip into the Riviera of the Middle East? (Replete with Trump hotels and golf courses, no doubt.)
