I'd suggest its the steel towers, not the fiberglass blades, to be built at Sparrows Point.  But I haven't searched.  Have you?

For reference, the above message is a reply to a message where: I understand the blades, maybe more, will be built by American workers, at the old Sparrows Point facility in Baltimore.
