There was a strong bipartisan border bill about to pass in the House. The Senate would have supported it and the President would have signed it. At the last minute, the radical right (MGT, Gaetz, Bobert, Jordan, and others of their MAGA cult) blocked the bill (presumable because it included support for Ukraine in its battle against Russia.) Trump did not want that bill passed under Biden's administration, he wanted to do it himself.
