Guess what, figured it out.  It doesn't work in IE but it works in Firefox--pixel numbers appear in the corner and you can size the picture by dragging the corner and maintain the height and width ratio.  I'm  not willing to switch to Firefox myself, but it does work.  Give it a try.

For reference, the above message is a reply to a message where:  You're right, it doesn't maintain proper ratio, I don't know why I thought it did.
