I realized what I was doing wrong.  The option to post public or private is there if you choose to post form the Discussion Home Page as you say, and I can also make any reply private when replying from within the discussions as long as I click replynewsubject.  I hadn't done that in a while and forgot I had to replynewsubject.

For reference, the above message is a reply to a message where: To send a private message to a member you click on POST at the top of discussion home page and select the private radio button before you submit. No different than old code.
